Introduction :
In-Patient Medication Order Entry (IPMOE) for KCC non-acute hospitals (BH, HKEH, KH, OLMH, WTSH) started with Resource Allocation Exercise(RAE) bidding in 2018 and actual implementation in 2020/2021. COVID-19 first affected Hong Kong in Jan 2020, the pandemic clashed with our IPMOE implementation.
Methodology :
The implementation team proactively overcome challenging areas for IPMOE implementation during COVID-19 pandemic: - Increased number of training classes with smaller class size to increase social distancing and no share use of equipment. - Training class duration shortened with one part replaced by on-line learning. - Procurement need extra effort to ensure on time equipment delivery. - IPMOE Walkthrough replaced by video recording and a web-based link prepared. - Infection control measures strengthened in every aspect (classes, drills, live run…). - Meetings conducted via Zoom. Also, there were unique challenges for KCC non-acute hospitals: - Largest number of beds with total of 2,533 beds, coordinated efforts needed. - Redevelopment of OLMH which required longer term planning. - Large number of extended-care beds with doctors from acute hospital taking care patients. IPMOE via cross hospital logon or earlier patient transfer needed.
Result & Outcome :
Infection control measures were strengthened. Training of nurses, pharmacists and doctors were all in time. Procurement of equipment was on time, though there were some reports of delay delivery. Capital works and demo sites were completed as scheduled. IPMOE was successfully implemented in BH, KH, WTSH and HKEH. Because of redevelopment of OLMH, beds will be decanted to BH and WTSH and IPMOE will be implemented at the receiving hospitals. With concerted effort of colleagues and support from KCC management as well as HAHO, the implementation of IPMOE was successful despite the great challenge of COVID-19 pandemic.
